The Edward Edemekong boys edged the group B fixture by two goals to nil at the Remo Stars Stadium on Friday morning.
Edwin Miracle gave Sunshine Stars the lead through a spot kick in the 14th minute of the game after Olaniyan Precious was fouled.
Akanimo Johnson restored parity for the young Promise Keepers in the 22nd minutes.
Daniel Mendie scored two minutes later to turn the tie on its head and put Akwa United in the lead till the end of the first half.
No goal was scored in the second half despite attempts by the two sides as Akwa United got all the points of the tie and top the group as other group opponents, Doma United and Kwara United play on Saturday.
Daniel Mendie won the man of the match award after the end of regulation time.
