The Chelsea man scored a brace and chipped in with an assist as Gareth Southgate's men stormed back from a goal behind in Podgorica to romp to a comfortable victory.
Michael Keane cancelled out Marko Vesovic's 17th-minute opener for the hosts, before Barkley scored either side of half-time to settle matters.

Harry Kane and Raheem Sterling added further goals inside the final 20 minutes to put a gloss on the win as England sit top of Group A on a maximum six points and with ten goals from their opening two matches.
The Three Lions will now go into the UEFA Nations League finals in June on the back of five straight wins and still bubbling on the back of last year's march to the semi-finals of the World Cup in Russia.
Barkley, who described Monday's performance as his "best game" for England is confident the current squad of players can eventually become the top team in international football and possibly end the long wait for a trophy, stretching back to the 1966 World Cup.
"Our aim is to be the best country in the world," he said.
"You can see how much quality we've got in the squad, plus we've got players that can come in. Everyone gets on really well and the future looks bright.
"It's a great time to support England as we've got some talent in there. I've trained with Jadon [Sancho] and seen the U21's, U20's - there's so much talent. There's no fear in them when they come to the senior team.
"There's bound to be expectation after the World Cup - it was unbelievable. We've come back and kicked on. We can still improve - our target is to be the best country in the world and we're on the right path."
